Office of Extension & External Relations
The Office of Extension and External Relations (OEER) seeks to fulfill the UP College of Mass Communication’s mission “to develop and strengthen linkages with different sectors and institutions for information and media literacy, and people empowerment;” and “to provide the critical voice that promotes and safeguards the freedom, independence and responsibility of media.”
The realization of this mission rests on the attainment of identified goals, like the establishment of linkages outside academe through outreach and other activities focusing on communication- and media-related issues in Philippine society as well as programs that promote the media ideals of the college.
UP Gawad Plaridel
The U.P. Gawad Plaridel is the sole award in the University of the Philippines given to outstanding Filipino media practitioners who have excelled in media (print, film, radio, television, and new media) and have performed with the highest level of professional integrity in the interest of public service. The recognition is given to one practitioner in one medium for each year.
The UP Gawad Plaridel was instituted in 2004 and has given recognition and prestige to mass media practitioners whose achievements have shaped Philippine mass media toward making it responsive, responsible, and socially relevant. The recipients are: Ms. Eugenia Duran-Apostol (2004, Print); Ms. Vilma Santos (2005, Film); Ms. Fidela “Tiya Dely” Magpayo (2006, Radio); Ms. Cecilia “Cheche” L. Lazaro (2007, Television); Mr. Pachico A. Seares (2008, Community Print Media); Mr. Kidlat Tahimik (2009, Independent Film); Ms. Eloisa “Lola Sela” Cruz-Canlas (2011, Radio); Ms. Florence “Rosa Rosal” Gayda (2012, Television); Mr. Jose “Pete” Lacaba, Jr. (2013, Print); Ms. Nora “Nora Aunor” Villamayor (2014, Transmedia); and Mr. Ricardo “Ricky” Lee (2015, Film).
This year’s U.P. Gawad Plaridel recipient is Ms. Francisca “Babes” Custodio of DYVL-Tacloban City, a veteran radio practitioner whose career spans five decades, a highlight of which was bravely being on duty on the day typhoon Yolanda hit. Custodio is cited for reviving the siday, a traditional form of poetry and an important expression of regional identity, and revitalized it into a new medium (radio).
The U.P. Gawad Plaridel comes with a trophy designed by National Artist Napoleon Abueva, which will be presented by the U.P. President Alfredo Pascual and U.P. Diliman Chancellor Michael Tan in the awarding ceremonies. Custodio will also deliver the Plaridel Lecture which addresses important media issues.

Media Literacy Training-Workshop
The College, through OEER, revived and conducted the Media Literacy Seminar-Workshop, which has not been offered since 2009. Recent Media Literacy seminar-workshops have been realigned to make sure they are attuned to the K to 12 basic education program.The seminar-workshops aim to assist teachers/educators in enabling their students to use the various forms of media in an informed and critical manner, and to help them in incorporating media literacy concepts in their subjects, as stipulated in the new K-12 Program.
